Originally the Council of Lords was establish on 642AC by Black Toes. On 775AC the Council or Lords agrees to limitations on their power and to the popular democratic election of King and Queen. The Council of Citizens is formed on 790AC. On the year 980 the Council of Lords become the Ierendi Tribunal. The members are both elected individuals and those chosen by the King and Queen.

Ierendi has a government in the form of a Constitutional Monarchy, the station of King and Queen has ceased to be hereditary. Instead, annual tournaments are held as heroes and adventurers compete in contests for the privilege of wearing the crown for a period of one to 10 years (the maximum allowed time if they win the tournaments). Both King and Queen hold 1 vote each when presenting matters to the Tribunal.

A Tribunal of the heads of the five most powerful government agencies who oversees everything on Ierendi. Adding as honorary members of the Tribunal are the King and Queen and the Head of the Chamber of Governors. Thus, the Ierendi Tribunal is really the entity who holds most of the power. Each member of the Tribunal holds one (1) vote on the Tribunal’s decision process. Members of the Tribunal are wealthy people from Ierendi, sometimes governors of one of the Islands or holding another powerful position. Even when nobility titles are not used on Ierendi (except for King and Queen), these people are usually descendants of the original nobility houses.

The members of the Tribunal are called Tribunes or “champions of the people”. Their sub-directors in charge of different government offices are called Officers. The Officers have a voting process inside each Department, which equal weight on each Officer, internal decisions of the department are made using those votes and, in the case of a missing Tribune, decisions regarding that department, are made using this process.

Int he case of a vacant position on the Tribunal, new tribunes can be proposed by either or both the King and Queen, the Chamber of Governors and each of the Tribunes. People on the position of Official are usually next in line to be proposed as Tribunes usually on their own Department but also on a different one. Tribunes are elected by the Tribunal itself with the 2 votes from the King and Queen and the vote from the Chamber of Governors adding to the Tribunal’s votes for a total of 8 votes in the process. A majority (5 votes or more in favor) is needed to elect a new Tribune.

Chamber of Governors
Leaders of the Islands ( who have the title of Governors ) have influence on the decisions of the Tribunal with a voting process defined by the population of the island they represent. But the decision achieved by their own voting process has a total value of one (1) vote on the Tribunal’s decision process. The President of the Chamber of Governors (entitles Head Governor) is elected by the members of the Chamber, most of the time been the Governor of Ierendi Island as the island with the highest population. The process that gives each Governor his position depends on each island’s political and tradition. It could be hereditary, patriarchy, democratic or despotic. It doesn’t matters to the Tribunal as long as there are no laws broken and no civil unrest on the individual islands. If that happens, the Tribunal intervention is usually a military one that ends with the government deposed and all his power taken from him and his family and allies.
