These ugly thugs are members of a crime organization in a city. They serve as muscle and enforcers and even as assassins when needed to. They are usually locals but can be imported from nearby cities. They have a familiarity modifier of + 4 to Gather Information, Hide, Intuit Direction and Knowledge ( Local ) on their city of activity. They have an additional modifier related to their criminal organization of + 2 in Innuendo and Intimidate.
